1200Mhz Celeron
256MB RAM
8MB Video Memory - prolly the cause
And I Run NS in 640x480

There are dozens of tweaks in there.
You see I think we'll all need a little more information otherwise it's all guesswork. Based on the current information I would say check if you motherboard supports x2/x4 AGP and if it does get yourself a Geforce4 card. Either the cheap and nasty MX - which is still fast enough, or the Ti4200. You could buy a ti4800 if you had the money to spare but your pc isn't man enough to use it so you'd just be wasting your money. <!--emo&:)--><img src='http://www.unknownworlds.com/forums/html/emoticons/smile.gif' border='0' style='vertical-align:middle' alt='smile.gif'><!--endemo-->
Much cheaper if you don't intend to play much new games

EDIT: And what graphicsmode are you running ?
In the UK a Gf4 MX costs about £30 (64mb sdram model - the us price is price is likely $30)
where as a Geforce 2MX requires more hunting about and costs £28. Yes this saves £2 but I really dont think its worth it. Especially as you'd have to add £5 delivery because it's not available locally!
As for buying second hand I would strongly advise against it especialy if your looking at this kind of budget. If you do, don't pay more than 1/3 the retail price. That's £10 maximum for either of these cards and get a "money back if it dont work" deal.

( i only get 7 fps if im compiliung in hammer and playing ns at the same time anim running Xp1600 and R8500 with 512ddr)
but video card seems to be ur problem:(
also try other screen sizes
helps on mine .. for some reason it runs better at 1200x1600 that 10x7
