Actually CS is at version 1.5 (there's no way he is using an un-patched version of CS Retail, he even said it's patched to 1.5) and HL is 1.1.0.0. or 1.0.0.9 or some long number you got them backwards.
The only thing that might be a problem is maybe you got a downloaded version patch for CS when you should have got a retail one... mod should move this to tech support.

i don't know what to say.
My brother had CS retail installed... and v1.5 of CS, and was still able to install NS.... could just be your system...
