    You can only talk to all people if you set sv_cheats 1.

    This will be changed in 1.1 and you will be able to use sv_alltalk 1 whilst having cheats off.

    As for voice loopback, not a scoobies. Try putting it in your config.cfg and making your config read only.

    Put it in the autoexec.cfg ( create it if it's not there )
