A Question About Hltv

Ok I don't really know what HLTV is, but here's what I think:
It's some kind of enhanced spectator mode.
Now here's the jib:
Won't that fill servers up with spectators? (its annoying to wanna join yer fave server only to find out no slots are open because of 5 specs).
Or is HLTV a sort of "way to view games without entering it"? Like you connect to the HLTV server and yer not a player, but you ARE watching a game, thus not taking up slots.

you can do load balancing, multiple proxies and just take one slot in the server.
The transmission is delayed (30 seconds I think) to avoid cheating.
It's like the CS spectator mode but it's better because you always see all the players in the map.
