Spray Problems With Transparencies

<div class="IPBDescription">Why isn't the friggin' thing working?</div> I have a spray image and I want to have it be a transparency on the outsides, but it doesn't seem to be working. I have it at R 0 G 0 B 255 but it still isn't transparent in half-life. I'm using Photoshop and Wally to compile, any suggestions? BTW, this is what I have so far. If someone crop 'n' compile it for me it would be great. Oh, and if this is posted in the wrong place please tell me or phase it or whatever.
By the way, it's nothing with dimensions. I already tried to compile it and it compiled fine, it's just in Half-Life the blue still shows up.
As you can see, I need this spray.

The blue right around the cat is not pure blue, it's been slightly blended with the color of the cat's fur and cape. So it has a funky outline :\ I'd fix it but....too lazy <!--emo&:p--><img src='http://www.unknownworlds.com/forums/html/emoticons/tounge.gif' border='0' valign='absmiddle' alt='tounge.gif'><!--endemo-->
I think Wally already puts the blue in the last pallette, but how do you edit the pallette in photoshop?
When you save a file as a JPG it compresses it and removes the 255 blue that you need for transperancies.
Start it again, save it as a Bitmap and make sure that it's not too big (I.e, not over the 15kb range you're allowed).
Also i think that there is an easier program to use than Wally, it's called Half-life Logo Creator. The main site for it is down, but i found another copy floating around on the internet somewhere.
