Making Icon Text Backgrounds Transparent In Win98

Hola all. Something I often lament when I make a new desktop is the ugliness of the blocks aroung the icon text. I've used a couple of tools to make it transparent before now, but none has been particularly stable. If anyone knows of any non-cradhy ways to do this, I'd love to know.
