Cannot Open Console

when i press the standard console-key (the one to the left of "1"), i hear a small *Bleep* or something, and no console comes down.
yes, i start the game with the -console command.

open up config.cfg and make sure these 2 lines are in it:

bind "`" "console 1.0; toggleconsole"
bind "~" "console 1.0; toggleconsole"
