For the actual making of the skin, I would recommend Photoshop.
If you can't afford it, wich you probably can't, it's mighty expensive <!--emo&:)--><img src='http://www.unknownworlds.com/forums/html/emoticons/smile.gif' border='0' style='vertical-align:middle' alt='smile.gif'><!--endemo-->, I would recommend Gimp, a good, free painting program, almost as good as Photoshop.
If you don't like that, I believe you can download a free Paint Shop Pro trial.
For fitting the skin on the model, I don't really know actually, someone else have to answer that.

well, from personal experence, I'm going to say, for the editing side, Photoshop, paintbrush, basically any picture editing program is fine. For the actual meshing, Milkshape has its own meshing window that is well suited, but lithwrap (i think that's the spelling) is great for creating naked skinmeshes and getting all the polygons alligned without overlapping
