It said these ideas would NOT go into NS
"Excess blood (gibs, gore)" - While perhaps not EXCESS blood, Marines DO bleed now
"Gas Masks for combatting Spore Cloud" - This was incorporated into HA, not a individual upgrade, but still...
And this it said most likely would not go in
"Corpse-usage (getting health, getting res, etc.)" - While not corpse usage, it imidiatly made me think about Res for Kills...

Res for kills was a balance issue to promote combat. Its not really corpse usage as I see it, but it makes sense. From Nanosludge you are born, and to nanosludge you shall return.

The forum guidelines had the desired effect* of stopping people bringing up the same topics, over and over again every single day. You don't need a 50th topic on gas mask upgrades from some guy who thinks he is breathtakingly original. So the guidelines served as a nice little blackboard of ideas to tell people "no, you aren't incredibly clever for thinking of this, and posting it will most likely incur wrath". If Flay decides to add a feature at a later date, it wont be because randomforumposter#53 suggested, for the umpteenth time in S&I, that marines should have an anti-parasite serum.
The changes you've listed just happened to be right for NS at the time, and were made because they benefitted the game. I sincerely doubt flayra was just reading S&I one day, saw somebodies post and thought "Oh wow, gas masks that protect against spores, i'd never have come up with that idea, that would be so cool" :)
In testing, spores were being used as a pretty strong defence against marine hive rushes, and were pretty damn potent on HA marines who typically crowded together for welding purposes. The change was most likely made because of test results.
The origin of the Blood effect im pretty sure comes from a discussion on the veterans board about hit indications. Just about everyone agreed that there should be clearer indication of a succesful bite, lerk spike hit etc. The thread didn't really mention blood, with most people suggesting special sound effects for a bite, but i guess flay decided blood was the best way to do it.

1) Won't every be workable in NS
OR
2) Have been suggested and shot down so many times it worthless to bring them up again
Whoops, lets not forget they don't go with Flayra's vision of NS.
Which is actually what got us this far and is a good thing.
