It's not impossible to make a cool looking flamie in HL-engine. Like Sirus said, it's hard to make volumetric flamethrower that works on low-end comps too.

OMG NOOOooo![/sarcasm] pfft. who cares if "there's no skill in this weapon" there's been thousands of weapons that have "no skill" like a highly powerful sniper rifle, heat-seaking rocket, etc. Spray and Pray is supposed to work for the flamethrower since those flames put a barrier between you and the thing you're torching. besides skill doesn't exist since you fire in a cone shape, anyways, and there are no head hitboxes.

Pointless as in not adding to the game value. It would just be a huge ball of flame that doesnt really do much...You know, while we're at it, rocket launchers would be cool, and so would a rail gun.
Railguns are usually used with vehicles and rocket launchers are used against vehicles. Since NS doesn't have vehicles then there's no reason to have them (I'm ignoring your sarcasm). Flamethrowers would have a "point" in NS, they would burn stuff. I mean we could say all a GL does is shoot grenades that have no point, or a HMG shoots bullets that have no point, but we're not because the "point" argument is kind of pointless.
I think a flamethrower should replace the GL as the anti-building/webb weapon, it would be much cooler taking webbs down with a flamethrower than a lame welder or GL. What's the validity of "cool" in a computer game? Well I wouldn't be playing computer games if "cool" a consideration in a game designers mind.

If a alien is in the vent you currently use the GL; GL makes aliens run away from the *timed* grenade. If you used a flame thrower that was volumetric you'd just stick it in the open end of the vent and shoot. *SWOOOSH* Everything in the vent is extra crispy.
