I got almost 100% on my 18 player server on maps like ns_hera in 1.04. And thats on a Pentium IV 2.4GHz.

Wrong and Right. Server optimizations should help those with laggy connections the most. All that server side lag you see when lots of people join and pings should above 500 on average is from too much RAM usuage. More RAM avalible = Better ability to send and recieve information.
Anything can be below DoD server usage, valve made it run like an old shoe.
Tho, according to joev the server usage has dropped down a lot.
