Keeping Players From D/l The Map From The Server

Hopefuly this is an easy fix I just need to keep players from d/l the map from my server. I changed in the server cfg sv_allowdownloads to 0 but they are still able to d/l. Any suggestions on how to fix this.

Try sv_allowdownload <!--emo&:)--><img src='http://www.unknownworlds.com/forums/html/emoticons/smile.gif' border='0' style='vertical-align:middle' alt='smile.gif'><!--endemo-->

Note: this will prevent custom sprays from being sent to clients as well.
