Here's what NS balance is modeled on.

"Is it fun to play ?"

Period. If during testing we decide that it's not fun or it destroys the gameplay, it's fixed.

one would think that they intend it to be approximaly even, and the victory go to the better team (aka, the one that can utilize it's race's abilities and work togather the best)

It kind seems now that Early game match-ups go this way: [all are assuming about equal levels of skill]
    1-skul vr 1-'rine : Skulk wins
2-'rine vr 1-Skul : Marines win, with variable success : skulk still has a chance if he gets the drop
1-skul vr 1-'rine w/turret : Marine, or at least his team, skulk could get lucky and take him out, but it's unlikely he'll get the turret.

Maybe it's just the people I play with, but I've found that unupgraded marines are almost perfectly equal to unupgraded Skulks.

Everything is relative. You can't make any assumptions on what trumps what in a FPS game.
