Problem With Users D/l

I cant seem to keep people from D/L the maps off my server I set sv_allowdownloads to 0 and yet they are still able too. Is that setting sopose to stop down loads or is if for something else. If it is something else what can I do to keep them from D/L ?

sv_downloads 0 is the code, it should work. Make sure you have a ZERO and not the letter o. Then try and rebooting the server. Running adminmod aor anything?

That setting for some reason will not work for my server any other suggestions?
