Imagine a World where the majority of the surface area is water. Life has been evolving for several billion years, and here come mermen. The first part of the experiment is to determine how they came to be. The second part of the experiment is to chart their development. When it comes to development, use a "social forces" model, not "and Bismarck Made Germany" model.

how would intelligent creatures evolve? At what level could they be considered the equal of humans in development? For what reasons would intelligence and the physical ability to use tools evolve?
