Having trouble getting your marines to follow orders? Is your team getting their **** handed to them? are they getting grumpy, disobedient, even belligerent?
I have an answer
When you hop into that chair, ppl see you as just another player. Depending on your reputation in that particular server, only some of the people may follow you. People do not trust their psuedo game lives to a complete stranger hence u get ppl who run out of spawn shouting RELOCATE COMM! or the opposite cry of WTH ARE U DOING COMM! (another point of contention for another post).
In order to win as a marine, your team must conform to the orders of the commander, no matter how silly they sound. Remember, the command station has a more detailed map and is able to get info your personal maps cannot.
But back to the subject, in order to win the trust of your marines, u must show that you are capable of responding to their requests and that you have an inkling of tactical sense. The easiest way to do this is by breaking the team up into manageable squads (ctrl 1-5 for new comms). Not only is this a good idea, since it allows for more tactical options and assignable objectives, but it also tells the marine " Hey this comm has at least some idea of how to comm"
Next you must make sure that u respond to their requests. Sure its important to give squad 2 a rt, but if your sitting their waiting for the res to hit 20 while your soldiers are requesting medpacks, your team wont have a very high opinion of you.
Next be polite. Obviously some people will whine and beg for shotguns despite the fact that you have no res cuz you just built a siege base. Now your first instinct may be to ignore it, but the begging will only grow in intensity. So instead of what some comms do, which is to bite the head off the unfortunate player, You should calmly state that you simply dont have enough res to give him a shotgun. If it continues, tell him that if u gave him a shotgun, he would have to give everyone else who begged a shotgun, and if that happens u tell him that hes distracting you, and that you will eventually give him a shotgun. If this doesnt work explain to him that you cant trust him with a shottie since your pretty sure his skills have atrophied from constantly whining for shotguns. Do all this in the most calm and cool way possible. When ppl hear despair in the voice of someone who's supposed to be winnnin the game for them, they tend to lose hope and not try.

This seems to work.
Say: "if you dont follow my orders, you dont need a com"
With no Com the Rines are lost. If this happens 2-3 times, most of the players will lern
pre-pube voice comm = bad.
By bad, I don't mean skillless, but many players will be prejudiced against such comms.
however it's duck 1-5 not necessarily ctrl 1-5. For example I rebound my duck key to shift, so for me it's shift 1-5.
