Second, i doubt we can be of any help since sarcasm doesn't convey in play text all too well.
Basic rundown of the SG characters:
O'Neil: 1 out of every 2 lines he has is Sarcastic.
Til'ilk: He's like Spock, only he can kick ****. He's never sarcastic, that I've seen.
Jackson: He's usually serious, but occasionally succumbs to O'Neil's influence.
Carter: Rarely, I don't think she's been in any ep I can remember...

It means...
"You can have coffee whenever you get up and make it yourself."

Its sarcasm. The whole line is O'Neil's. He's reminding a "redshirt" SG member that he was ordered to get coffee a while back.
He was being sarcastic with a slight undercurrent of a threat
And yes, in both lines it is O'Neill, i forgot to mention it. Episode name is Fragile Ballance.
Damn sentence, hell to translate, the guy before me gave it up.
