I think it got the "skilless" title since the RoF made it much more noob friendly then the 1.04 version. In 1.04, if you didn't get that first shot against a skulk, you maybe had one more chance. Now you get more shots in the same amount of time.
To use the CS analogy...
1.04 shotgun : 2.0 shotgun :: Benelli : Autoshottie
