Marines are magic. They have magic armor that magically allows them to magically not be electrocuted by the magical electric turret factory. <!--emo&:p--><img src='http://www.unknownworlds.com/forums/html/emoticons/tounge.gif' border='0' style='vertical-align:middle' alt='tounge.gif'><!--endemo-->
There are all sorts of explinations. It's the future in NS. Use your imagination.
These "nanomachines" have this doohicky in their Mainframe, which is utilitized to negate all forms of eletrical shock by *insert scientific explaination here*.

You're both at fault and are behaving childishly and need to calm down.
Also, marine armor has a special nanite coating that absorbs electricity and uses it to charge the suit's battery (Approx. Battery Life: 3 days constant.) to power the HUD and targeting system. It also reproduces the nanite coating so that you never run out. Good enough? Okay. I think we're done here.
When a Commander Electrifies a Structure, The nanotech in the air and around the marines shields the area just outside of the Elec range from the intense electric field being put off by the upgraded structure. This prevents arcing of the electricity. The nanotech can also sense friendly (recognized) structures and troops and will prevent the field from attacking it. When it doesn't recognize a object or lifeform, the nanites will drop the protective shiled they create and allow the electricity to ARC to the object. Also to prevent anykind of accidents the Armor the marines wear is also non conductive, and the the soles of the boots issued are made of a industrial plastic slash metal composit that is very non conductive, preventing any possible electrocution, from contact with a exposed power source (electrified upgrade in this case).

I knew someone would say that.
(Okay. You're both at fault and are behaving childishly and need to calm down.)
But please, other than that, would you care to elaborate?
