Hl Desktop In-game

I need major help, I just reformated and don't feel like doing so AGAIN, just to get rid of the most annoying thing ever. It's called HL Desktop or something, and before my reformat it never happened. I was told that Steam is the cause of this. Before my reformat of my computer though, I had Steam installed and it never did this crap. I was also told there is a program out their that gets rid of it. Now what the problem is, is that when I press F1 or F2 (team 1 or team 2) to join a team, I get the HL Desktop with Two Options: Continue/Quit so you just press F1 again to get rid of it. F4 for ReadyRoom still works, but I can only use the F1 or F2 keys to join a team fast if I open my console, THEN press F1 or F2. It's not a serious problem, just something that will ****/bother me for awhile. I need help on how to get rid of it. Oh yes I also did install Steam BEFORE I installed NS, if that helps. I have entirely gotten rid of Steam and done 3 complete reinstalls of CS/HL/NS and manually deleted their old Registries (including Steams) in hopes of getting rid of this. Thank You In Advance.
