read the mapping guideline it answers your questions, the maps will be set inside, wit hthe occasional small outside area, mappers should try avoiding big outside areas, due to problems with justifying commandermode.
erm, hal-life doesnt like or dislike anything, its a game engine, as long as your outdoor area is well made, half-life has no problems with it (i hear people say that exact line so often, where there is no evidence to back up the assertion that HL doesnt like open areas, its not like the engine knows whats indie/outside . . .)
I believe he is making the generalization that in most cases the Half Life engine has difficulty rendering, etc. the situations that arise in wide open areas, you will note that if you make a large room in WC, a far wall may be clipped from view
as for whether HL really has difficulty in these cases, I don't know
well what the hl-engine doesn't like are many faces... as long as you keep your outdoor area "lowpoly" it doesn't have problems with it, those clipping errors can be removed by increasing the max viewable distance in the map properties
Outdoor areas are nice and all...and whilst I'm sure bob and co. would like to be ripped to shreds in an open area, it just isn't a fair environment for both teams. As in - marines would always win and aliens wouldn't...
As for the commander mode, it definately is a bad bad idea to try and make half-life sweat anymore than it already has to for NS

It just dont fit in NS to make outdoor levels.
