No Heavy Footsteps?

I very, very rarely hear any footstep sounds from the HAs. I'm not sure if it's certain maps or what, but I've only heard them about three rounds total. When they are there, they're there until the map changes, same with when they aren't. I've always had this problem with 2.0, even after a completely fresh install of NS on a brand new hard drive. The only things I copied over from the old install are config.cfg and autoexec.cfg, but I can't imagine something in one of those causing this.

512MB PC2100
PNY GeforceFX5800 (128MB) (running at 1280x960, 32-bit, 4xansio 4xfsaa)

Running good 'ol standard Half-Life

they tend to fade in and out
If anything it should make them louder! (with all of that extra armor pounding the floor!)
till the next update i dont think you can do anything to help.
