Problem With No Attacks

This is happening on my server... For all aliens. Even if the aliens have 3 hives up, they can only get attack 1 and 4. Its a bit mixed with 2 hives up, but its really weird and annoying. I've heard someone of "skills being disabled" or something. Any ideas?!?

it sounds like an improperly installed metamod (or admin mod or w/e you have) or just a really outdated version

That happened to me for awhile... are you using a wheelmouse? For some reason, no matter how careful I was, it would cycle between ability #1 and #4. If I gave it a real spin, like a one-armed bandit, it might land on one of the in-betweens. Solved it by using Number keys only, to dial abilities up. The wheelmouse issue doesn't seem to happen to me, with marines. Hope that helps, maybe...
