Is This Normal...?

I've been playing NS on Win98SE for quite a while, but when I got WinXPHome my FPS on any HL mods went WAY down. From 100+ to 60-. Is this normal for a system like this?:

Windows XP Home Edition
Intel Pentium 4 2.0GhZ
512 MB DDRAM
NVidia GeForce4 Ti4600
Sound Blaster Live! 5.1 MP3+

    Its just that WinXP caps your FPS at 60 so you have little room to drop a few FPS in the heat of battle or whereever... you just need to checkout one of the tweaking FPS topics on the top.

    Try turning off vsync, i used to get 60 fps until i turned vsync off then i got 100fps

    To uncap your card 60 fps limitation (won't fix low monitor refresh, but will give you 100fps if you've got the power), right click on your desktop, go to settings, click the advanced button
    Find nVidia's OpenGl menu/tab/setting (don't remember specific and i'm running ATI right now). Turn of vertical sync in that menu.
    If you don't have any menus like this, update your drivers for the card first.
