Ati Radeon 9000 Pro Whining!

<div class="IPBDescription">Like a gnumatic drill!!!</div> Ok, I turn on my computer and I hear a whining sound like one of those gnumatic drills they use in auto shops. I turn off the computer and open the case to see if, for whatever reason, a cable is rubbing on a fan somewhere. Well there is no cable rubbing on anythnig. So I turn it on with the case open and listen to where the sound is coming from and found out it is the fan on my Radeon 9000. I stopped it from whining by kind of touching the fan (with my hand covered with an antistatic bag <!--emo&:p--><img src='http://www.unknownworlds.com/forums/html/emoticons/tounge.gif' border='0' style='vertical-align:middle' alt='tounge.gif'><!--endemo-->) and it sounded normal again. But then I touched it again and it started whining again. I have 2 questions. First why is this hapening, and second how do I fix it?

    personaly it sounds like you have a busted fan.
