NS:S will consist of two marine sides, with 1 commander for each team, and marines controlled by (competent) bots. Maps will be a somewhat symetrical, and be named starting with st_ to designate ns:strategy maps. Please see Mapping Guidelines if you are interested in mapping for this. This mode is designed for deep strategic games and for training competent commanders for normal ns games. Raising the quality of commanders will bring higher quality ns games. Better games = more players.
Seriously, do we need better shooters or commanders?!

NS wasn't really designed with marine vs marine in mind, and considerable changes will be needed to make it fun. I don't mean just the maps, either. It was also designed to be fun with human marines, and thus isn't very deep compared to standard rts games in terms of commanding.
Why don't you just make a total conversion mod of some actual rts game for NS using its units, style, etc. (assuming you are given permission) if this is what you're going for? It would probably be a lot more fun to play.
WTH?
I'd be curious to know quite what this is all about.
