Steam Doesnt Even Run!

<div class="IPBDescription">- Help me out here please!</div> Can someone please tell me why I cant log into my account or make a new one? I have the steaminstall_cs.exe and it still doesnt even let me open it! help!

Can you not open the executable? Or the Steam program itself?

And did you "borrow" a CD-key. That's another possibility.
