Answering your second question though no its doesnt, if you are 1 kill away from a level the exp left over doesnt transfer to the next level I think. First question: No, experience is not based on lifeform. However, I'm almost certain the level of the opponent killed is in the formula, and it takes several levels to become onos. So an unupgraded onos will give more experience than an unupgraded skulk, but a superskulk with piles of upgrades will be just as valuable. Same goes for JP and HA. They aren't inherently more valuable, but they take levels, so you know the player is worth something to you.
Second question: I think it was already answered. Yes, experience most certainly spills over from the end of one level to the beginning of the next. The way the formula works, it is common to find yourself with a full experience meter, waiting for that last point or two to level, and one kill puts you just less than one kill towards the next one.
I should also note that alien free experience is fairly trivial at the moment. I havn't seen it really effect much, except to give the aliens a slight experience edge in longer evenly matched games. And also, remember that both teams can also get a little experience for damaging the objective, which is often plenty of incentive to get out of base.

Right now it's pratically worthless after lvl5 and has no effect on the marines whatsoever, at least I know I don't think about it when I'm marines. Camping still occurs and 50% gives a win for the camping team.
As for a ratio, shrug. I'd say it's nearly 1:1. A marine team with quick JPs/good suicide rushes will beat an alien team. On the other hand, an alien team that goes Onos quick will almost always dominate the marines. It's pretty even atm, but don't mistake that for being balanced. It's not.

And you can pick resupply/catpacks/MT/scan/welder/mines/grenades at any time. It's all self explanitory. Weapons 1 before shotty, shotty before HMG/GL, weapons 1 before 2, 2 before 3, armor same way, gotta have armor 2 before getting JP/HA.
Shoulda been more specific, i wanted to know what personal scan and resupply did. Seems the tech tree has changed since last time i looked ( or i misinterpretted the other information being layed out terribly) so thx anyway Delphi.

so..if FF was off..and 2 onos could acutally kill each other because they both rush a marine start at the same time n ends up nailing each other?
