The 700 Mb one just have some more Mods cached - i dont think NS is one of them.

and about installing NS there you just have to install NS into a specific folder in steam (where the other mods are) - check some Guides for details, theres one at Tech support and there have also been written some here in off-topic

Get the 700 if you want the best functionality and games choice. I got that one just to be safe. That and I need something to do waiting for HL2

Depends what you want to play. If you're only interested in NS get the HL one (211.6 Mb) this should work fine with it. If you really want to play the other "official" mods you could get the 700mb one. However Steam is very good at converting your old files over. So DMC , Ricochet and op4 will all convert as soon as you want to play them. Only takes about 10-20 secs per game. As for CS and TFC I'm not sure, but I think it will convert your old files over then update only what's needed. So it could be quicker.
I got the HL/CS release and have had no problems with HL/CS/DMC/Ricochet/TFC/Op4 and NS.
Since the servers died down abit, IE. day2 I've no problems at all (apart from the friends list server downtime), it's been completely stable.
