I made one for Monkeystrike, and this is how I did it. Hope someone finds it helpful.
1. Download someone's custom bg, hack it from a mod's .gfc file, whatever you prefer. Part you need is a folder called"resource", containing a folder with the name "background" and a GameMenu.res.
2. Go to the background folder, and open all of the files in photoshop (don't worry, works fine).
3. Paste all of them to a new image, making the picture that those images make (the default gordon etc.). The pattern goes like
800_1_a_loading 800_1_b_loading 800_1_c_loading 800_1_d_loading
800_2_a_loading 800_2_b_loading 800_2_c_loading 800_2_d_loading
800_3_a_loading 800_3_b_loading 800_3_c_loading 800_3_d_loading
Do NOT close the original images.
4. Now that you got them all nicely, crop. After this, check out the size of this new image. It should be around 800*600 if I remember right. Now, open the image or make the image you want to make the background look like.
Make the image exactly the same size as the picture that the 800_x_y_loading files form. Now, drag it to the image with all those 800_x_y_loading images. NOTE: If it's not the layer that is on top of everything else, make it.
5. You should now have your image, and all those 12 little images as layers in one big image. Select the new image layer, and ctrl click on the layer representing 800_1_a_loading. Now you should have that section of your new image selected. Now, drag it to the original 800_1_a_loading image, which you should not have closed. If it fits, you did everything fine. Save the picture over the old 800_1_a_loading-file, as .tga ofcourse. Repeat with all of the 12 images. Now go play, and you should have your shiny new image as your Steam background <!--emo&:)--><img src='http://www.unknownworlds.com/forums/html/emoticons/smile.gif' border='0' style='vertical-align:middle' alt='smile.gif'><!--endemo-->
There might be some easier way to do this, but this is the way that I found out.
Or if you don't want to kill everyone with a huge picture with tons of white in it like people usually do, go to photoshop, new image (autom. goes to right size) and just edit-paste <!--emo&:)--><img src='http://www.unknownworlds.com/forums/html/emoticons/smile.gif' border='0' style='vertical-align:middle' alt='smile.gif'><!--endemo-->
Well, I'm a little bit ambarrased now since DeathGibs didn't asked me first he could use some of my material.
DeathGibs I may have given you the permission to do so if you had asked me first, but now what's done is done, and I just can't help but feel like you... well, I don't know how to say that but I don't feel right about it.

And well that's sad but what's done is done.
So, let's say that I've given you the permission to use this pic for this time.
But I fear that I won't give you permission to use my other materials.
I feel really sorry and sad about that but right now I can't help but feel things like that.
Please people ask me before doing such a thing, because, I wouldn't want this to happen again.
I'm not the kind of people who just reject requests without even looking at them like if you were nothing, if I find it interesting I may even try to help you out in your stuff.
But if you just do your stuff in my back, well I'll just can't help but feel like what you've done wasn't right, no matter what.
Well, this being said, I hope you won't hate me for taking such a decision.
I may change my mind later but right now it's just like that.
Again, I'm really sorry.
