Server Timeout

<div class="IPBDescription">Problem connecting with steam</div> Ok, I have searched, posted, and gotten frustrated!!! I can connect to a certain server through won id, but cannot connect to the same server on a different port set up for steam cs. This is a very strange error, and I haven't seen anyone address it in the last two weeks. Forum after forum, I have posted and waited, and still no result. I have a 56k modem and there is our clan server that I am trying to connect to. The rest of the clan can connect to it, but not me. I have worked with the different techs in our clan, including the server admin, and no help. I add the server ip, including the port # through favorites in steam. It finds the server, lists all the server info, including players, maps, and ping. But when I try to connect, it just times out. I have even had the server admin at the server console while I was trying to connect. The server is never even queried. I never make connection. It just times out and there is no errors other than "Unable to connect to server". Ok this is crazy because I am in VA and the server is in NY. I have never had any problems connecting to server before. I installed a duplicate copy of Half-Life in another place on my hard drive just to be able to play NS in the server, and that works just fine, going through won id. The problem seems to be with steam. I can connect to any other server and play just fine.
I would appreciate any help that can be offered as there doesn't seem to be anyone that admins on the Steam forums.
The only clue I have is that when I tried tonight, I typed the ip and port I wanted to connect to and the console showed the server as my ip and then it showed it was retrying the ip I was trying to connect to.

This makes no sense. I was trying to connect to 24.186.138.60:27015, so why does it show my ip as the server address. How do I make it stop trying to connect to me and force it to connect to the ip I listed. I am not the server.
