If Carr was leading Labour then I could see them posing a threat, but with Crean at the helm I really doubt that Labour will even remotely threaten Howard's position. Unlike other countries, US political parties are at their core a label. Sure birds of a feather flock together, but you can most of the time get a label of any party (that's how you get Conservative Democrats and Arnold the Republican).
As for Arnold the Governor, I don't know if he'll be able to help out CA or not. He's got expirence but the state has problems that are going to be hard to deal with (as the state has a blend of the worst of conservatives and liberal policies).
