Sprays

i cant seem to get my spray to work for natural selection
i use photoshop pro and resize the jpg to 128x64 then i edit the pallete with wally to 0 for green red and 255 for blue but it doesnt work just shows up as red or black spray on a server
anyone know of a good prog that works for custom sprays?
