Problems Switching Guns & Lag

First some specs:
- Ive got a Cable Modem
- Using Steam w/latest patch
- Using Wireless Router
- Rate at 9999 (7500 before)
- ISP isnt experiencing any problems
Couldn't quite find an answer through the search feature. I got steam a while ago, but never really used it, then last night I decided to actually use steam and play some NS. Everything seemed good, I joined a server with a 40 ping and kept that up for a while, then maybe 8 minutes into play, I got a spike and my ping stayed at around 180-200. Now the lag wasn't the only problem, shortly after the lag I noticed that as a marine, I couldn't switch to any of my other weapons (knife/pistol) with the slot keys (1-9), but for some reason "Impulse 1" works at switching through weapons. I just can't figure out what is causing my machine to lag at 200ms and give me these side effects. Anyone know of a solution?
I also tried the "put steam.exe and HL.exe at low priority" that I found somewhere, and that hasn't helped either.

Get the ns 2.0 for steam installer (go to the public beta forum)
oh, and try plugging directly into the router (I am assuming it is lynksys and thus has some plugs for cat5)
oh and run with net_graph 3 enabled and watch loss, choke, and ping.
