Hl Launcher Crashes When I Go To Options

I hear people with simular problem that happens when maps change, but mine happens when i try to go into opions menue in NS. It happens no matter where i try to enter the options menue. I get "HL launcher has encounterd a problem" and get option to send report to MS and then HL has to quit. I cant make any changes to my options, ie. keyboard, video, sound, or anything else.
This only happens in NS not any other mod. I have Steam installed correctly. I can play but cant make any option changes.
I can"t play in 640x400 res and default keys! please help

TB Santa Cruz sound card
WinXp Seveice pac 1 build 2600
