With some very clever and carefully planned line management setting rates and using rate pluggins you might manage 16 but as you have a contention of 20:1 or higher the games could turn to poo every half hour or so. 8 players you'll be fine on. Home connections will not provide the nessessary for a first rate server but you might be able to manage - suck it and see.
Your upload will actually drop to about 200kbs when download traffic is on it. So you must divide this by the number of players your wanting and set the rate to that. My maths fails me this early on Monday morning but I think yuor looking at setting sv_maxrate to about 2500
