Missing Fmod.dll When Using Steam

I'm trying to run NS in STEAM. I used the guide posted on how to install NS in STEAM, and it worked. It appears under the third party games list. When I try to launch NS, it brings me to the half life menu and immediately displays a prompt that says it cannot locate the fmod.dll, even though I copied it to the new folder as the STEAM install guide says to. It reccomends that re-installing half life may fix the problem, but will that create a problem running STEAM after I re-install?

My system is:
AMD Athlon XP 2500+
512 DDR RAM
ATI Radeon 9600 Pro 128 MB
Windows XP Home
OpenGL 1280x1024
Half Life Game of the Year
Full STEAM (includes all sponsored mods, not just CS)
Not running EAX

    Figured the problem out.

    For some reason, I had two SteamApps files, and only one of those had the fmod.dll file, which must have been the one that was being accessed when trying to launch the game.
