If you move slower than everyone else
In NS mod ONLY, I move slower than everyone else and jump and fall slow too. Here are the specs though I am certain they have nothing to do with the problem because I've run NS 2.0 fine before on a different installation of WinXP.
Specs:
AMD Athalon XP 1700
796MB SDRAM
GeForce 2 Ti 32MB
WinXP Pro (relatively new installation)
52.16 Forceware Nvidia Drivers
NS 2.0
HL 1.1.10
Programs Running in backround:
Norton Antivirus 2004
Zone Alarm 4.0
Serverinfo 2.0
kXproject Sound Drivers
Symptoms:
Up to 40% reduction in movement speed and firing rate
Only present in NS mod. Not in HL game itself and from what I hear, no other HL mod.
Visible to other people. Ie. I asked if I looked like I was moving slowly and they said yes.
Ability to jump as if it was low gravity
The console menu seems to drop down and roll up slowly too
Things tried but didn't work:
Change Video mode (resolution, OpenGl, DirectX, Software) and drivers
Reinstall NS / Reinstall HL
Reboot (duh)
Play on lan (Start Own Server)
Closing Background programs
Thanks to Thansal for checking it out with me and sorry for the multiple posts, I have bad etiquette.

and now for some more fun info:
Some Demos:

http://www.sharemation.com/thansal/SlowMo.dem
The First is simply watching Golden moving around (and then a twit killing me)
The Second is watching Him take a dive.
interesting thing is that he still takes fall dmg (infact it seems like he was taking more, will have to check this)
The slow motion problem seems to be evident in other programs as well. I noticed extremely slow motion in Worms3D and even slow screen updates in Virtual TI (a TI calculator emu). This lead me to believe there was a problem with windows itself.
I decided to install Window XP Service Pack 1 and it solved the problem. All the programs ran fine. So if you have slow motion, check to see you have WinXP SP1 installed.
PS to Thansal. Installing the SP1 messed my computer up so much that I did end up reformatting the HD.
