Only Hearing Ambient Sounds In-game

<div class="IPBDescription">annoying problem with no fix afaik</div> Here's the problem. I've gotten ns to run, but one of a few things happens when running it.
1: Only sound available is ambient sound, but fps is fine
2: No sound at all, but fps is fine
3: Sounds work, but fps sucks badly
#1 is the most common for me, while #3 hasn't happened in awhile. System specs are:
ASUS K7V266 mobo + AthlonXP 1700+
GeForce2 MX400 64mb
SB Live! X-Gamer
Onboard soundcard (yes i've tried both of them, both seem to have the same problem)
256mb ddr
Now, this only happens in ns, but sometimes in the specialists i will get no sound. that, however, is much rarer. I have already uninstalled/reinstalled ns & halflife+ns, to no avail. I have searched these forums and found people with similar problems got no answer or were ignored, and that really doesn't give me much hope. This install is off of the hl game of the year edition. Also, as I said before, switching soundcards did not help this at all. I have also replaced the config.cfg with different configs from other mods that do have working sound and that does not work either.
On a weirder note, if i play the game with the steam installer for v2.0 in steam, i always get effect #3.

Update ALL your drivers and patch your version of windows (use windows updater from the start menu)

the steam bad FPS might just be bad FPS in steam (define bad fps, run with net_graph 3 on)
