Cursed Servers

i'm having server connection problems with some (and only some) servers.
The servers are pinged and playrs are displayed fine (i use ASE) however when i connect to them it says "Server is full or uresponsive. Waiting for a slot to open". i would then click the force connect button to somehow connect manually and then it says, "connection accepted by xxx.xxx.xxx.xxx:xxxx" and then just stays there. i would retry and try to connect from console whoever the server never loads in. i have reinstalled hl, 1.1.1.0, and NS. i even downlaod the full 1.1.1.0 in a single file and repeated the process, all to no avail.
this is only for some server, the other ones work fine so these servers i have labeled as CURSED
i am running:
XP pro
GeF 2 mx
1Ghz p3
Sounblaster Live! DE 5.1
shared connection over lan with a XP home computer as host
there is a firewall however the firewall does not restrict outgoing connection from the client computer and why would it be selective to some servers only?
