Here is what he said:
I would like to announce the first public release of HLTV Tool v1.00, application that will help clans and admins to record HLTV demos accurately and with ease.

current version is v1.00, please test it if you like and let me know if you have any suggestions or ideas. HLTV Tool exists for a month or so, but wasn't released to public because we tested and used it inside our clan for some time.
