No, model's mouths don't move. Have you ever played CS and really noticed people's mouths moving? I personally don't think its worth it. People are always runnign about, jumping, shooting, turning, etc - they need to stand still for you to actually see it.
As for the chrome effect...I don't think any models do use it, no. Well, aside from the ones I made. There's a chrome effect on the health, and on the chairs in Hera.
It was badass in Frontline Force. Although the action is so fast its not like you'll ever get a chance to see them mouth in combat. But for a game like NS where youll be working in close proximity to other players and using more strategy, it would be better fitted. i saw a guy talking about 3 times befor tahts it 1 time i was zoomed in on a guys face but that was a lan game on a friends computer <!--emo&???--><img src="http://www.natural-selection.org/iB_html/non-cgi/emoticons/confused.gif" border="0" valign="absmiddle" alt='???'><!--endemo--> and if u think about it NS has great graphics and everythings and they say the file size will keep down but adding things for no reason at all just to see mouths move wich you wont. How much do you think that will actually increase the file size? I mean, really? It is not going to add more than 1 second to someone downloading off a 56k. And I see people talking in counterstrike all the time, almost everyt time I play, and I get a kick out of it. But maybe its just me.

These gimmicks are a waste of time and memory; but if there's really going to be a time when we all have nothing better to do than staring at pixel mouths... *shrug*
I don't know moving mouths might be pretty cool. Like if your teammate is talking to you while you are walking you can look over at him and it would seem more realistic. Or if a huge alien starts running towards you and a friend you can look at each other and say "Oh ####" and that would just be funny. But I agree that little details like that aren't worth delaying the release anymore that it has to be.
