Prototype lab?

<div class="IPBDescription">Just a small question</div>Ive just seen the prototype lab pictures in the readyroom(as well as the observatory ones, both beautiful models) and it occured to me suddenly "Why is it called a prototype lab when they are marines, not scientists?".
I should think that the scientists back home would come up with stuff and once the jetpacks have been built they would no longer be prototypes but normal war gear.
Anyway, I was just questioning the name of the building, Im sure that you have a very obvious answer that I just cant see and once I know it Im sure I will be happy.

"The prototype lab has an ultra low\high (which ever one works through almost everything) comm. tranceiver to communicate with TSA R&D as well as a high powered processing unit to interprete masses a raw data and convert them into something the nano system can handle. For instance the scis back at the TSA ship figure out that reshaping a bullet just so gets through the alien armor 25% better. They send it out on the low\high link to the Lab and it turns the schematics into something the nano control computer understands. Finaly it has some nifty screens so that the marines can see what it's doing if they get bored."
I'm sure the real story thing is similar or even better.
