Everyone knows taiwan is independant. Not officially, not legally, but in REALITY,it IS.Everyone admits taiwan is currently independant.Everyone.
China - Admits taiwan is independant by talking about "re-unification".Excuse me,but if taiwan is a province of china, why do you want,or need to re-unify it?Do you see USA talking about re-unification talks with new york?Or Russia talking about re-unification talks with Siberia? No right?Because, since they already ARE provinces/states of their respective countries, there is NO need to re-unify!Same with all other countries who talked about the issue. They usually support re-unification with china, which admits that taiwan is NOT CURRENTLY a province of china.
USA - Same like above, but the fact that they sell military hardware,as well as the prescene of USA ships in the area, make it even MORE obvious taiwan is not a province of China.Does china allow USA ships to play war games off china's coast?Or hong kong?Nope.Does china buy F-16s,or even consider buying patriot batteries?Nope.Does china have ex-USA warships in its navy?Nope.
Im so tired of China beating this old, dead horse.Just shut the hell up and admit taiwan is independant you morons. When was the last time you told Taiwan EXACTLY what to do,and they went and did it?When was the last time you had any say in who governed Taiwan? Its like, they dont have ANYTHING else to do and am just bored.Taiwan is not going to re-unify with china.Period.USA says it supports re-unification,but thats just political bull.In reality,if it ever came down to actual talks,USA would do the old delay game, same like Taiwan, until China broke up the talks.
Everytime i see some Chinese official, military commander,or their president(/me snickers. Its a communist country with ONE party and freedom is tightly controlled.Stop trying to pass it off as a democratic country.Please.)claiming that Taiwan is a province of china,i have this strong urge to be there as a reporter, and asking that person this question.
"If taiwan is a province of china, then you could sack their governor anytime right? So why dont you call him up,tell him hes fired, and see what their response is?I bet it would be something along the lines of "I do not take orders from you." "

For a long time we recognized Taiwan as china, and did not recognize the mainland china as a legit country IIRC.
They've pretty much summed it up over there. While I believe this current statement by the Bush administration is just to keep everything stable, especially at a time where most of our military might is not available in case anything happens, it is generally concluded that, barring the use of NBC weapons, china does not have the force projection capability to conduct a successful invasion of Taiwan.
Which is why they haven't yet.

Taiwan is a tricky case. Virtually no-one officially says that Taiwan is independant, not even the Taiwanese themselves. Pretty much everyone, including the Chinese, are happy with the status quo. Declaring independance would lead to a probable conflict which no-one wants to be a part of.
Communist countries always portray themselves as democratic nations, mainly because they consider that socialism is the ultimate expression of the people's will (that and there are elections at the local level, just all the candidates are Communists).
If China continues down it's current path, which has been economic reforms, a shift away from socialism and an emphasis on capitalism and open relations with other nations, Taiwan will probably eventually re-unify with China. In fact, it's quite possible that the Taiwanese would be the ones who initiate such a proposal, given the rapid growth of China as an economic super-power in the East.
China doesn't try to mess around with Taiwan and Taiwan doesn't try to mess around with China. The status quo currently works and no-one wants it to change. Time will tell what will happen with Taiwan, but it's highly improbable that it would involve military action from either side.
