And yes, armor 1 should be BEFORE w1, and as fast as possible. Although weapon upgrades help those rambos and good shooters, armor helps with teamplay. If a skulk jumps out a vent on to a marine, a1 gives the other marines more time to shoot the skulk before he gets the poor n00b who didnt check that vent.

In 3.0, armor 1 first will be even more needed. In combat mode, many marines get armor one at the first level up. Basicly, without armor one, focus owns you. Use the sense chamber(or also get cloaking in combat) to hide, and all you need is one bite. A good skulk with focus can tear through 4 0-armor marines in seconds. With armor 1, that skulk will die unless the marines are incompetent. Weapons 1 is nice, but I see it as a stepping stone to higher weapons. Armor one is amazing by itself. Where did you say it helps? It seems to me you were implying it did nothing? Please learn to read, or even just recall what you said a minute ago?
When I'm commander, I usualy don't get upgrades. I'll drop an arms lab just to tease the rines, and whenever somebody points out that I'm not upgrading, I'll say "Oh, thanks for reminding me" and drop another armslab somewhere in a realy hostile area, like in the middle of an enemy hive, or directly on top of the rine who asked for it. If somehow the guy lives, I just allow him to build it, then I give him the "guard" order, and begin upgrading armor 1. Right before it finishes, I cancel and recycle the arms lab.

From there, you can go in any direction you want, lv. 3 weapons gives you a ton of killing power but it's expensive and if you go with lv. 2 armor so you can get lv. 3 armor faster it's not a bad choice either, as lv. 3 armor makes your marines god damn near invincible.
