Reliable Channel Overflowed - Always

after some certain time (about 5-10 mintes) everything "hangs" and i'll get an connection error. then i get disconnected with a "reliable channel overflowed"-error.
after that i have to wait some time until i can reconnect to THIS server.
its really annoying because right when u have enough res for something "larger" u get disconnected <!--emo&:(--><img src='http://www.unknownworlds.com/forums/html/emoticons/sad.gif' border='0' style='vertical-align:middle' alt='sad.gif'><!--endemo-->
i've already fixed with cl_maxerrordistance and i think i tried everything written in the startup ns with steam thread.
I got a dsl-connection and use these settings:
rate "10000"
cl_rate "9999"
cl_cmdrate "30"
cl_updaterate "30"
cl_dlmax "768"
cl_cmdbackup "5"
cl_resend "4"
