DC Just doesn't require any change in tactics. With any of those upgrades, you can still do whatever you want and fight in whatever style you please. The other chambers require a change in tactics and teamwork and planning. Since less people are willing to make those changes, and those changes are more risky as they don't always work, we get DC, the dominant chamber.
