<div class="IPBDescription">How do you do it with PhotoShop?</div> Basicly I want to find out how I can copy and Image and Re-Size but keep it not Anti-Aliased? Or just keep the edges un-Anti-Aliased? Because when I resize it, it Anti-Aliases the edges with White, then when I make a backround I have white/grey specs around the original and I end up deleting them manualy. Any suggestions?

That way when you want to make your background you can just draw straight onto the background layer and not have to worry about your colours mixing.
You can also resize all you want and not have to worry about aa.
But to answer your question, at the bottom of the image resize window theres an option Resample : and three options, choose the top one; 'Nearest Neighbour' IIRC.
Thats the nearest your gonna get i think. Tho there might be other ways, im not 100%
(to be exact)
"Well then.... I SNAP, I LOSE IT, I.. I OVER REACT... Well then I head faked him with a tightless long ball, He leans over the cupple, I cold cop him in the head, straight right FLURY, Needless to say ever since I have been the champ"
If so just go to:
Layer -> New -> Layer from background
This will create a layer that can be rotated, if not rotated correctly you will end up with transparency in the gaps.
Although its probably just easier to resize the canvas and flip the image 90 degress *make sure the background is a layer first, or it will cut off the edges that dont fit*
