I've heard on and off, that weld does not always work correctly for splines,

What do you mean? That looks pretty good
If they are all different objects, apply editable mesh to one of them and use "Attach" to connect them all

What you might want to try is closing it, make a vertical line between the top and bottom <!--emo&:)--><img src='http://www.unknownworlds.com/forums/html/emoticons/smile.gif' border='0' style='vertical-align:middle' alt='smile.gif'><!--endemo-->

i tried closing it off but once i did lathe it made a cylinder i think i know what the problem is..
i think the axis that it considers its center to use the lathe on is off a bit but what i dont know is how to move it

Show us a shaded render, and maybe that will help. Try moving the outside splines away from the pivot area where it lathes around.

To move the pivot point go to the Hierarchy menu it is next to the modify menu select your object/spline then click the affect pivot only button move the pivot where you want it then click the affect pivot button again

don't move the pivot by hand. either set it to position 0 if the minimums of the spline are 0 also or use the align button to automatically move the pivot to the minimum of the spline.
