Is It Actually Possible To Balance The Teams?

I personally think its impossible i mean what do you balance it for public servers or clan matches or combat ?? either way one mode of game play is going to suffer.
I know from past games clan matches are played very differently to public's where you have great teamwork everyone has there own task and everyone works together so you get all the support stuff like umbra, heal, weld etc...
Now you come to public games which can really vary alot in game play and never has the level of organisation of a clan match.
Not to many other games require the teamwork NS does but that level of teamwork doesn't really exist alot in pub games. So what do you do make the units easier to use stronger etc for pubs which then makes them stupidly good for clan games?
Then there is the issues of trying to get the units balanced into combat as well.

I think the most ideal balance situation would be to keep competitive matches at roughly 50/50.
